Why are you going there??? To do Haj or Umrah?? If you are a non-Muslim, you are not allowed there. If you are Muslim, you are free to visit.

I would suggest you to contact the airlines, like Gulf Air or Saudia for a package deal (ticket + hotel) that would be more competitive. Otherwise you can contact any agent who will arrange a package tour for the Holy cities.

You must mention your place of origin and period of visit etc.
also you want to go for Umrah purpose or Haj??

You should go on one of those Umrah package tours, they start from SR100 from Riyadh and Dammam
