The conservatory in Rotterdam has classical and musical studies (I believe). And they also have a pop music department. If you google "Rotterdam Conservatorium" you will find the website in English. They will usually teach the first year in english, but if you want to continue and stay they would love it if you learned dutch. I as well learned the hard way!

I can only speak for Germany, which is where I work.
The leading schools for opera are Musikschule in Hamburg, Köln, München, the Hanns Eiseler Academy in Berlin, the Folkwang Schule in Essen. They all have on line web sites, so check them out.
The Musiekconsevatorium in Maastricht, Holland has a decent program as well, and also a new jazz/musicals dept.
I don't know much more about musical schools, except that there are a couple of private ones in Hamburg.
If you have a university near you with a good music department, you can look in their library for a fat red book known as the Bühnenjahrbuch. It is issued every year, and gives a listing of all the current theaters in Germany, along with some information about some of the schools.
Be prepared to immerse yourself in German if you come here. Instruction in English is rare, and "laziness" is not tolerated. ( I learned the hard way, and that after a couple of years of German at the university level....)
