I don't see why not. All organizations in the church are under the direction of the priesthood. I think it is simply traditional to call sisters to the primary callings because they deal with the young children, which is the traditional role of the mother. Most of the brethren are involved in positions that require the priesthood.

It would be of more concern to hear of a sister called to the High Priest Group Leader.

Of course, this is my opinion. I can't think of any sources that would have a correct answer. If she's really concerned, she should ask her bishop, as the Bishop's Handbook will contain that information.

All callings are from Heavenly Father based on revelation. This sounds unique, but the Primary President has the keys of that calling. If she is inspired to chose a man, and the bishop approves, I would be prepared to sustain the calling. I wouldn't say it depended on the size or location of the ward.

I have been a member of the church all my life and I have never known any males to be in the primary presidency. I suppose that it could be possible, but I doubt it because it is primarily the womans job to nuture and raise the children, while it is the males responsibility to work.

I have read that it is for the women to administer the Primary organization. But, I suppose that, in branches that are so small that they would qualify as "twigs", if there aren't enough women, a man could be called.
