No, you don't need to tell them anything to sight see and partake in leisurely activities. In fact the government most likely welcomes the fact that you are out spending money visiting their sights. If it was the other way around, having a tourist visa and conducting business, then you might have a problem.

When you intend to travel for business and that's your main aim,why should you go down disclosing un-necessary details of your itinerary.It is implied that once you are free from your business transactions you will do a bit of shopping and sight seeing inter alia the rest bit of it.

all of our customers are go to China for business,once they arrive in Canton,we will take them for free pearl river travle. it is really travel, but they don't tell the Consul.
