Not necesarily. LCD TV's come in Low Definition and High Definition. If you research LCD TV's, just be sure that it has HD or HDTV in the description, if thats what you want. Of course, HD is way more expensive, so you can shave off big bucks if you dont need HD.

But just remember, that HD is useless unless you subscribe to HD service from your cable or satellite provider.

high definition is a much too loosely used term these days. Really depends, most LCDs (30-40") are 1368 x 768 res which used to be classed as high def but its only about half of 1080p

No, LCD can still be a standard 480i resolution instead of the preferred 720p or greater.
