Sabrina is right. Dogs have tons of energy and if they don't get to walk/run their energy out, they'll bark it out. Kinda like kids taking a road trip. They have all this energy but have to so sit in a car with no way to play the energy out, so what do they do? Are we there yet? Are we there yet? Are we there yet? Are we there yet? Are we there yet?
If exercising your dog doesn't work, it could be separation anxiety. That's a TOUGH one to overcome. if it is separation anxiety, you might want to consider adopting it to someone who has more time to spend with the dog. Separation anxiety is EXTREMELY stressful for the dog and could eventually cause health problems. Oh yeah...Don't put a rubberband around the dogs mouth...that might be the dumbest thing I've ever heard.

If the dog is 5 years old and this has been going on for 5 years it's gonna be hard to break him/her of it. I have a 10 month old puppy....he barks a lot..at nothing in particular...I got a squirt bottle (per advice from someone at the animal rescue league in my town) and filled it w/ water. When he barks incessantly all I have to do is squirt him and say "No barking!" and he stops. Sometimes he stops if I just show him the bottle. Also, the dog may have a hearing problem. I had an old Scottish Terrier and the older and deafer she got the more she barked. I have a friend with a dog who is almost totally deaf...if he's outside, he's barking.

I have had the same problem.A dog trainer told me to,when the dog starts to bark tell it NO BARKING!! If it still barks get a rubber band and put it around its nose for a couple of seconds and say no barking. It might take a few times but it works. My friend tried it on her two dogs and it worked also.
Make sure that the rubber band is not to tight, just tight enough for them to feel.
I have a papillon/pom that would bark ALL THE TIME,but now when I tell him no barking he stops. If he does bark still I tell him I have a rubber band and that makes him stop!! One thing you should not do is punish the dog(do not yell or hit .)That will just make the dog bark more.
Hope this helps and Good Luck and most of all be patient.

First get up earlier and take him for a walk (at least 30 mins), then bring him inside and put him in a kennel. When you get home, take him for another walk (of at least 30 minutes). A tired dog isn't a bored dog, it's a sleeping dog. To make him more tired from the walk get a backpack and load it with some weight.
He has too much energy and nothing to do with except bark. Oh and when you are walking him, he is to be at your side, not out in front of you, and when you leave your house/ property, you leave first not him. You are the leader here and not the dog.

We had the same problem with a beagle puppy we had, we tried everything too. Our vet told us that as a last resort they can remove their voice boxes. Which was way over the top to us and we decided to give our pup away to a lady who had a farm, which was sad but the dog is extremely happy now.
Good luck, maybe you could try replacing the neighbours ?

Try walking it more, wear down his/ her energy and also just put him inside if he still barks then growl at him every time you hear him barking and then say no. It might sound wierd but it works with my dog...

first i would put her on a leash in the house and every time she so much as opens her mouth give her a correctional tug, and revisit the bark collar, the electric ones, you have to put them on right under thier head and they need to be tight, and you might need to shave the spot where the electrodes touch the fur, so its on the skin
between those things she woudl get the message
