You can buy a car in NY then register it in FL as long as you have a Florida License and FL address.

Now you could drive in NY with the FL license. Every state has a waiting period of so long till you reside there to get a state license. So if they stop you, you can tell them you are on vacation there or just working temporarily for a couple of weeks. Call their Dept of Motor Vehicles to find out for sure.

But the thing is to keep the address in Florida, even a friends so when you get your license reissued, they have a FL address to send it to.

legally no. Actually you can. It all depends on what you use for a mailing address when you purchase and register your car. Most states require you to change your license after moving to a different state but if you use your florida home as a second home and not a rental you might be able to get away with it. Once you rent or lease your florida home you no longer have the right to use it as a second residence.
