Before I give you my advice: BICHON FRISE, not Bijon Fise.

Now, I don't live in the U.S so I don't know the reputation of the store. I would go to a professional groomer to get my dog's fur cut, I wouldn't go to a place like that to get my dog groomed.
I'm sure the groomer will charge a bit more but I'm sure that the groomer is more experienced that a store worker.

You get what you pay for.

A "professional" groomer will do the proper cut, safely and effectively. I recently heard a horror story about someone who
took their dog to a pet chain for a cut and it was nearly strangled as no one had noticed it fell off the table while connected to the lead/leash on the table.

I'd pay the extra money to have a professional do it, and one that only has been recommeded and researched thoroughly.

I would trust Petsmart before I would Petco. I remember reading not to long ago that a lady lost her two dogs at Petco because they left them sitting under the dryer for to long. I have been taking my Cocker to Petsmart for the last 8 months and they do a great job on her.

Look for a Pet Grooming Mobile in your area. They'll come to your house in their ttruck/van & do it right there in front of your house, you can watch them do it also. I never used Petcco, but last time I used PetSmart & they clipped my puppy's private place, he kept licking & chewing it till it got infection,it costed us bundle of money for the Vet & medicine for the infection.. I'm going to try out the Pet Grooming Mobile in 2 days. Will see how it go, it's a bit more expensive though.

My daughter takes her Cocker Spaniel to Petco. They've always done a nice job on Jake.

Yes, I would. The negativity really depends on the location, ceratin Petco's have a certain level of reputation.

Don't go to Petsmart, they are cruel to their mice, etc.. (They have had many dead, none are even vet assured!)

I've heard negative things about Petco. Maybe if you're they're present while they groom her?
