It all depends. I can think of instances where each one of those would be truly sincere and yet if they're regarded as tacky by the recipient, I'd try not to use them.

It's all contextual. I don't think there's any closing phrase that's empirically tacky.

None of these closures are tacky,however its a personal preference on how you wish to close your letter and most importantly what is most appropriate to whom ever the letter is intended for.

These are not tacky. They are formal forms of closure to a letter/email/card.
