yup you can and should get the old carpet out, it is possible I've had to do it many times. Scrape it, pull it whatever it takes. When you put the new carpet in I'd suggest not gluing it down unless it is a level loop carpet. If you use a plush or a berber they make tack strip for concrete. The only other suggestion I can make for this is to use 2 pieces of tack strip instead of one. Two gives you much better holding power and keeps the carpet from wrinkling over time. Install the tack strip as normal then just add another piece in front of it.
You would still have to fasten the plywood to the floor or it would warp and your carpet will look like a putting green.

Most definately old must be removed or will get m,old, mildew between. Rent scraper from rental place an d remolve carpet and the glue. You can then have good padding put right over slab, if no dampness and it has been sealed, then a good quality indoor/outdoor carpet can be put over. We did this over 20 years ago and only now need to rep[lace carpet, thanks to dog we had, claws did num,ber. Do not put ply over slab, causes condensation, friend found out hard way so we asked commercial installer who told us what to do. good luck.

You really have to pull up the old carpet... as said before, a scraper is good for the stuck stuff... the underpad of the new one can lay on the concrete and the new carpet over that...

Get the old car[et/padding up. Laying plywood over it will not work. Can we say mold? You can scrape as much as possible and then rent a floor sander to gum the rest of it up. You may need a solvent to get it up, just make sure you follow directions carefully as there are some wicked chemicals in there. Rule of thumb: If it was put down, it can be got up.

You need to go to a equipment rental and rent a floor scraper to remove the old carpet. Tell them what you are doing and they will give you some advise on how to remove it.....Then you can glue the new one down. If you don't take it up, then you will have allergy issues, if you don't have any now, you will have some later.........

my suggestion...i think legally you HAVE to remove the old carpet. for health concerns
why on earth would you want an old ratty carpet stinking up a brand new one???
yes with concrete you can... hopefully its subfloor but if not no biggie.
put the tacking strip against the wall or under the wall.
