Just like the democrats of today, they thought if they left the dictators alone and give in to their demands they'd leave the rest alone. Its called an appeasement policy. Unfortunately in the minds of dictators, islamo /fascists etc. Appeasement and diplomacy is seen as a sign of weakness.

The memories of trench warfare and the numbers of casualties required to advance loomed large in everyone's memories as something to be avoided if at all possible. The one thing democracies hate the most in war is taking casualties with little or no perceived gain, much like the US situation in Iraq.

After WWI western democracies (espcially the US) were interested in isolationism. Eventually they realized that a problem wouldn't go away on its own.
