Im gonna be 17 in July and im getting my permit tomarrow .

Anyone can own a car. Only a licensed person or one with a
permit and accompanied by a licensed driver can drive it.
Under special circumstances, such as parent does not have license, you may try to obtain your license before age 18
showing reasonable cause and proof of insurance.

A very good driver should accompany you on practice
outings, not someone with bad driving habits.

Unless you're Klingon, the sins of the parents don't fall to the child.

However, be mindful of the bad habits you might have picked up from them. Nobody loses their license because of an accident. They lose their license from many accidents, drunk driving, or failure to be financially responsible for the results of their accidents (i.e. not carrying insurance.

You'd want to research how your state handles a child getting a license when the parents do not have a car or a license. It's not that difficult, and it happens all the time in places like NYC where most people don't drive.
