Did the Marquis of Queensbury actually right the rules of boxing?

No, but the 9'th Marquess of Queensbury publicly endorsed the code, so it was adopted. John Graham Chambers wrote them in 1865

The boxing code was written by John Graham Chambers in 1865 and published in 1867 as "the Queensberry rules for the sport of boxing". This code of rules superseded the Revised London Prize Ring rules (1853), which had themselves replaced the original London Prize Ring rules (1743) of Jack Broughton.

Yeah the current ones!
Thanks to him you still can't break the law if you break someones nose, so long as the guy hits you first.
It's a great set of rules.Especially if you run into a guy that can't punch worth a damn.
