Depends. If it was a former sweetheart, then it means they were glad they saw you and it means that they had been thinking of you.
It is also a statement used in business meetings as a closing. Take it for face value, the person was glad they saw you. You can respond to their email or let it go depending on what your motivations are.

I can think of two reasons:
a) They meant to send it to someone else.
b) They did in fact see you today but you didn't see them and they thought you were snubbing them and they are being sarcastic.
However the email would be a perfect opportunity to get back in touch with the person...just email back - "Hi, I think you sent this to the wrong person but it would be great to see you again for lunch maybe. haven't seen you in a while".

you may have met the person and not clued into who they were or you didnt see the person but they saw you .
