Because of the backlog at the passport office, her passport will not be ready in time. She will be travelling with my other daughter and myself. We all have UK passports. Can we come back in the US on those?

You can travel on your U.K. passport, however you will have to enter under the 90 day visa waiver program, meaning that you will have to the leave the U.S.before the three month period is over and then re-enter with your U.S. passport. You will also have to fill out an I-94 form, will have to be photographed and fingerprinted upon arrival and will have to answer questions to immigration on why are you re-entering the U.S. with your U.K. passport and where you will be staying. You will be treated just like any other foreign national who enters the U.S. legally. You do not need to have a visa, however if I were you I would just try to expedite the issuance of her passport. I was able to pay a little over $150 with a company that expedites passport renewals on behalf of business travelers and had my passport within three days.

Yes, but you will need proof of citizenship / residency in the US such as your drivers license / birth certificate to avoid going through immigration with non citizens. Best to call your local US customs-immigration office first to see exactly what is required.

I wouldn't chance it. I would be worried about her coming back into the US. I would contact a government office that handles these things and ask.
