Is Ullrich out of the running then? I definitly wouldn't consider him, I just wanted to know if he'd race. He's good, but not likely to be seen at the podium

List will not be available till right before the start, first Sat in Jul. The teams that are competing will not be finalized until sometime in early June.
Typically it is the top 16 team in UCI points standing. Then there will be five "At Large" teams invited. Those will usually be a team with a top star that is not in top 16, and couple of "B" French teams.
Each team selects their own rooster of nine riders to start. Final selections sometimes are not made until a few days before the start.

I'm fairly sure that these teams will be there
Astana, AG2R Prévoyance, Bouygues Telecom, Caisse d'Epargne, Cofidis, Crédit Agricole, Davitamon-Lotto, Discovery Chanel, Euskaltel, Française des Jeux, Gerolsteiner, Lampre, Liquigas, Quickstep, Rabobank, Saunier Duval, T Mobile, Team CSC, Team Milram
There will be another two invited
If you like to research check each teams top three riders. It is almost a given that they will be there and the rest of the team will be trying to get them home first.
My short list
Alejandro Valverde,Yaroslav Popovych,Ivan Basso,Cadel Evans
Francisco Mancebo if Relax-Gam get one of the other spots
There is an extra mountain climb this year so that could bring Mickael Rasmussen in with a bit of a chance.
But yeah it is all crystal ball gazing at the moment.

Teams don't usualy announce their TdF rosters this early in the season. It will probably be at least May, after the Giro d'Italia when the tour competitors will be announced.
On another note, the French lab may have messed up their case on Floyd because of their mis-handling of his samples. Maybe we'll see him in '08? Of course, he has to find a team first.

The teams have an idea of who they want to race in July but won't know for sure until closer to the date. The season is long and a lot of things can happen between now and then. To give you a better idea of who will be there, it's good to follow the results of the races leading up to that one. The following are a few sites to keep you up to date.

You don't need the full list to pick your favorite. The potential list is pretty short.
Basso
Vinokourov
Valverde
Oscar Pereiro (ok not really, I'm just being polite because he got 2nd last year)
Leipheimer (Basso could still get busted for doping)
The safe bet? Basso
The most deserving? Vinokourov
My personal outside favorite? JENS VOIGHT
yes you heard it here first... Jens is one tough hombre and he has the team to make it happen.

Pick Basso with Discovery Channel. At least it's an American team.

There is no official list of racers yet. That will only be much, much closer to the actual date.
