I'm sorry to hear your in a tough situation. I honestly don't think that you can say anything to her. Your going to have to get outside help from substance abuse centers in your area or a family crisis center because your right you are only a teenager. Then I would contact a family member that would take you in while your mom gets help. I'm don't have any experience in this area but I hope some of my advice helps you.

Sit down with her. Try to calmly express your feelings. Let her know that you are an adult and need to go out and have life also. Your brother isn't your child but offer to help w/ him. If you want offer to come to an agreement on alternating days/weekends or whatever that works for the both of you. I hope that it works out for you.

Unlike you, your mom is the "final product" I think you should move on with your life and keep an eye on your brother from a distance.

Try an intervention. Get peopl ein your family to help you. Try telling someone you can trust. I don't think you shoul dleave though because then your brother will be left to fend for himself. If It's really bad you need to really tell someone.

You should try and her her into rehad or detox. If you take care of her you could slip into a codependent relationship, which is not good for either of you. You need to live your life and not be hindered by her choices.
