tiny, white spots on those areas might be sun spots, or a kind of skin fungus. If you want to find out if they are tanning spots, stay out of the sun for a while and see if it improves. Selsun blue shampoo can be applied to the skin if it was a fungus (which is not contagious btw).
Vitiligo on the other hand, doesn't start in your stomach or back, but rather on your genitalia, between your fingers and around the mouth. And vitiligo spots are more lie patches.

It may be tinea versicolor which is a fungus. You can go to your doctor and they will scrape some skin and look at it under the microscope. It is treated with a special shampoo or a pill that will make you sweat. Either way, it is not dangerous but it will spread if not treated.

More than likely Vilitigo. It's really very benign, as far as i know. However, it can also be linked to auto-immune diseases. Look it up on the web. http://www.medhelp.org/gov/www75.htm
