Probably not since steroids can cause shrinkage of the testicles and other side affects (acne, roid rage, different organ disease.)

Big muscle normally means steroids or a lot of protein shakes, so it is most likely that way. However, I have big leg muscles and they're completely natural. My leg muscles are roughly 21 inches around and completely natural without steroids and they are completely muscle. My arms are slightly less spectacular however.
But to answer your question: It could be either.

big muscles do not necessarily mean steroids. it means a person is eating a large amount of quality foods. regardless if a person uses steroids or not unless the diet is healthy the muscles do not grow, end of story...
steroids are only hormones, they are not magic pills that create muscle out of air..
