I don't completely understand your question. Most credit card companies report on all 3 bureaus. If you are requesting a re-score through a credit agency, they will request for all tradelines to report for the new score.

Unless it's a strictly cash based card, it should be showing up on your credit report and you should not have to ask them to report it- they should be doing it. I'm not sure what the credit bureau is in the USA but I do know that consumers can get a free credit report mailed to them through Equinox. If you want to download it immediately I believe the fee is $15. Again, like I've mentioned above, if your card is a regular credit card your credit card company should be reporting this on your credit report, and, yes, definitely phone them and ask them why it is not showing up on your report!

Yes you can. In fact, Sallie Mae financial services had legal troubles a few years ago because a person sued that the company was hurting their credit by not reporting to all three bureaus.

You can ASK them anything. If they are not doing so already, I doubt they will.
