I know that I will have to have a decayed to removed or fixed, but I will need bonding and filling to other teeth. Do I use a cosmetic dentist or general dentist?

First of all, a genearl dentist can do cosmetic dentistry work too. They can do fillings.
Your question is just same like when a person is having gastritis, should he go to a general practitioner, or a gastrologist?
Well, it is depends on your condition. If the teeth involve is the front teeth, and your really want a perfect job, and you are willing and afford to pay, you can go to the specialist.
If it's just the back teeth, or you are not willing to pay or not affordable, or you doesn't need a perfect job, you can go to the general dentist.
It's a matter of what you want and what you willing to give.

You can go to which ever you prefer. A general dentist can do the same a thing a cosmetic dentist does. I work for a general dentist and we do anything from a regular filling, to root canals, to crown and bridge work, and he does awesome work too. You will probably pay a little more at a cosmetic dentist for the same work a general dentist can do. Ask the dentist to see before and after pictures of some of the work he has done. It is up to you, you can see either.

Do some research, most general dentists call them selves cosmetic dentists without proper training. A general dentist should be able to provide this kind of service.

General dentist first and even the general dentist can do cosmetic dentistry it's just that they do ALL types of dentistry not JUST cosmetic dentistry. A cosemtic dentist just does cosmetic dentistry.
