Yes, if the depression has been addressed. Is the other person seeking help: therapy, medication, exercise, etc? If they are actively workign to control their depression, they are completely capable of having a perfectly normal relationship. If all they do is sit around and be depressed without acting to control it, a long term relationship would be difficult.

I'm sure it's possible but when they're depressed it brings you down. It's all up to you what you want to get out of the relationship. Personally, when someone around me is unhappy, I feel unhappy so if you are in any the same then it would be difficult. You love who you love though
