Probably the same reason everything is so expensive. People are willing to buy them at that price. If people stopped buying them at that price, the price would decrease until people started buying them again.

I once went to a JellyBelly factory (in San Francisco, CA--in case you're interested) and learned that it takes a week to make one jelly bean. Perhaps that's the reason.
