It is called a "photomosaic."
There are photomosaic puzzles n the market that are really awesome. They are one large picture made up of many smaller pictures and when put together you see a completely different image. Like the one of the Titanic I did had all kinds of little pics of fish and sea life and when all put together, it was the ship.
They are really cool.

a collage, unless it forms a bigger picture, then it's a mosaic.
Actually, a mosaic might be considered a collage, but a collage is definitely not always a mosaic... if ever.
