Hilton Head Island Beach Regulations state> It is illegal to remove, harm, or harass any live beach fauna (sea turtles, sand dollars, conchs, starfish, etc.). Question is: How do you know when sand dollars, conchs, and starfish are alive?? It may sound dumb to some but my girlfriend collects these on the beach and I told her that it is illegal; She says they are dead. Truthfully, we do not know how to tell.

I know if you look real close to the tube feet on a live starfish you can see them move.
I suspect the sand dollar is the same.
However, by the time you see them move, you are a criminal there.
Conches are open when they are dead.
