Sherman burned the city of Atlanta during the US civil war. Sherman was among the most brutal of the Union Generals who helped to develop the practice of "total war" war aimed specifically at killing the civilian population to break the enemy's will to fight.
This practice of war was greatly expanded in WW I and even more so in WW II.
