You can't "give" citizenship to someone. If your dad was born here and is a citizen he can apply to bring your mom and brother here on petitions based on family relationship. I am not sure if he could bring them here on employment based petitions, it would depend on the type of work and other details. Check the USCIS website and research the details of both type of visas and applications to figure out the best approach.

don't listen to these morrons, they don't want brown people coming in the legal or illegal way,but that's another issue, dude your dad is now a US naturalized citizen because his father was an american born citizen ,he can make a petition that will take no more than 1 year for your mom and about 4 years for your brother and sister because they are over 21,but you really need to consult a lawyer ,it should be EZ.

Here is the problem, your father is using your grandfather's identity. That means in the eyes of the government you mom isn't his wife, it's his daughter-in-law. His children are his grandchildren. He has no legal way to bring them here and if immigration catches him he will be deported himself.
