May be he is just shy. Over the phone, everyone is brave, but in person, it is a whole diffrent story. But to find out for sure, ask him that question next time he calls.

He is probably embarrassed and afraid that his friends will tease him. Just go about your business as you normally do, if he can't pluck up enough courage to approach you in person then it may be that he's just not that interested...shrug your shoulders and move on to someone who isn't afraid to talk to you in person! His loss!
