Depends on how much your able to spend. Living near and in Atlanta, your paying a lot more. Reguardless where you move too, you'll be stuck in traffic. Atlanta has the worst traffic as far as I know. So if you have to commute into Atlanta, be prepared. I like some of the communities/towns east of Atlanta. Conyers is not too far from downtown Atlanta and its a growing town. Also, north of Atlanta is nice. Everytown pretty much has a bad spot.

depends largely on your budget and what you're looking for. Living 'in the perimeter' is largel overpriced, in my opinion. I think decatur is a great area that's still moderately affordable, as is East Atlanta. Bigger money gets you into Candler Park, Inman Park, Virginia Highlands.

Depends upon what you want as far as neighbors go...
Gay? Try Piedmont Park area or "midtown"
White/Conservative? Think outside the perimeter (I-285) in any direction, generally
African-American? Try Dekalb County (SE of downtown) or Rockdale County (east of downtown)
Hispanic or Asian? Try Gwinett County (N E of downtown)
Just my opinion, mind you.

close to the city of Atlanta is very expensive. i use to live in DeKalb County and it is great. its really nice over by Emory. there are also many places on the suburbs of Atlanta like Conyers that have really nice homes and communities.
