I don't recall him saying that. It would be quite the change for him. However, I see the main problem with talking about "victory in Iraq" is that "victory" has never been defined. The world is not the same as it was in WWI or WWII when wars were fought with the amount of land taken being a clear benchmark of who was winning. If it's a "war on terror" that we're still allegedly fighting, then that's something that needs to be fought through intelligence and decisive actions, not large scale military occupation.

Because while victory is not possible, the seeds of democracy is. While yes we might lose some people to Terrorism (meaning they become terrorists), hopefully we turn more people into democratic people versus terrorists. While I would LOVE LOVE LOVE to see all the soldiers come home, to do so would put all of the people's lives that helped the US in danger, I mean if you were part of a country that hated the army leaving, and you supported them, you would get killed. French that supported the US during World War II when the Germans occupied is a great example. Or how about Germans who were killed for saving innocent Jews, same thing.
