Be kind and nice so you don't offend the other in your interactions so they are mad at you and won't cooperate because of feeling insulted, but at the same time have something they want from you that you can use to make them do your bidding (the big stick).
If you behave like this, you will be perceived as successful at getting what you want, and other people will want to hire you to get what THEY want. Thus, you will go far.

ok Theodore Roosevelt used the army to influence different countries into decisions. This was with the Puerto Ricans and Cuban conflicts down there. So when he spoke he carried a "big stick". He spoke "softly" but he carried a big stick - the army- to influence everything he said. So technically he had no reason to speak loudly

The big stick ..I believe had to do with one of his plans..basically like other leaders (martin l. king, Gandhi) you can be civil and still get your point across. Addressing problems in this manner will be more effective.

Be kind and solve problems with words whenever possible. However, always be prepared for words won't always work, for sometimes other methods are necessary to solve serious problems that can absolutely NOT be solved with kind words...or words in general.

This is just a uneducated guess but to me it says:
Be kind and considerate to others and you will gain their respect, but be prepared to fight back against those who would take your kindness to be a weakness and try to take advantage of you.

It means be kind and nice, don't speak evil and be mean but make sure that people know that you will fight for yourself.

he who comes off strong in appearance (perhaps with an air of confidence) will be heard by all without effort. and no one shall question his logic, becuase he comes off as someone you just dont question.
