emmm = ummm (you fill the space when you don't know what to say)
es que = is the way you start a phrase when you are going to give an explanation or an excuse (i.e "es que la maestra no me entiende" = "it's that the teacher doesn't understand me")
son los maestros = they are (it is) the teachers..
sounds like an excuse alright..
