Right click on your text box and select Format Text Box. Select the Layout tab and the Advanced icon. Under Picture Positioning. Check the box to Lock Anchor. This keeps the text box from moving in relation to other text outside the box. It should still be moveable with the mouse, but new text should not reposition it.
