Either your friend needs to get his dog fixed. Or let your let Schnauzer bite the other dog. I am really surprised, because my male Schnauzer, would never allow a dog to mount him, with out a fight. He is very dominating. Most Schnauzer are.

You really answered your question in asking it- the beagle is not fixed. Not being fixed means that the dog still will be in heat and have the desire to 'hump.' Dogs that aren't fixed tend to be more aggressive, wild and as you were saying, they hump a lot. It is also a sign of dominance over the other dog.
I have two boxers- a boy that has been fixed and a girl that has not been fixed. The boy used to be SO wild, would always be "happy" (get my point?) and going at the girl. We've since had him fixed and he's a totally different dog; mellow and easy going. The aggression (even though it was never mean) is gone. The girl is still very wild, very dominant and will hump the boy- she NEEDS to be fixed.
Hope that answers your question.

Tell your friend to get the beagle castrated right now - unless s/he is a breeder, there is no reason not to have it neutered, and every reason to get it done. It is irresponsible not to castrate or spay a dog, with so many strays around. Otherwise, find another friend!

spay/neuter the beagle,,,, lots of times this is an attempt to show dominance.. it is not sexual. the beagle is a dog that was bred for generations as a hunting dog.. so , if this dog isn't getting tons of exercise etc.. he is going to be acting out in strange ways...

You can try to deter the beagle from doing this by using a spray bottle when he does.
