When you work chest lower your weight and do more reps. Also work stomach the same way. Your not overweight its just that is where the fat is stored on your body. Its differnt for all of us.

No, you're not fat. You just haven't gotten rid of your excess fat yet. You should go on a diet and you will lose more of this area. Also, start regiments of curlups and whatnot and it will assist you greatly. Wide armed pushups will also help.

probably overweight, but work on abs and push ups or benchpresses
