The other answers will give you some ideas about your puppy training ...Also give him lots of support and attention when he does well. Sit on the two lower steps and play with him (her). When he builds up his confidence he may not have anymore trouble with the stairs.
By the way, are the steps carpeted or wood? Too slippery?
Also check his vision.

too steep maybe? open back? I've had dogs that were affraid of the stairs as well...
Try starting him off one or two stairs from the bottom, and offer a treat to come down. gradually move him further up the staircase... offer treats each time.. he'll get the idea that it's not dangerous! It'll just take a little time!

It took my dog a while to learn to go down the stairs, but had no problem going up. It is easyer for them to go up the stairs. They are somewhat scared going down the stairs. Just let him learn on his own. He will eventually learn how too. what I did with my dog was we had every one in the family stay downstairs for a while. He got very lonly so he finally crawled down the stairs! watch him the next couple of times he goes down stairs just to make sure he doesn't fall. Don't worry, your pup will learn how to go downstairs!☺

I have a little Shih Tzu that does the same thing. She will go up and not come down.. I had to put a gate up also. Looking up is far better than looking down and if you ever notice their little back legs almost go over their head when they come back down. So my little ones don't like coming down. I don't sweat it..I put the gate up and carry them either up or down. I wouldn't do anything that scares me too so why would I expect them to do something that scares them.

Put his food at the bottom and leave him at the top. I know it sounds mean but your dog will not let himself starve to death. No matter how much he whines just leave him. Eventually he will come down on his own.

I think as pups they have no problems going up... but coming down is "scary" for them. My beagle as a pup would go upstairs, but was very scared coming down them.
Too steep for their little bodies? Afraid of tumbling?
Maybe just work with your pup on the first few steps to get him used to it. As he grows larger and stronger he'll get over it.

AWWW bless him, dont worry, he will do it in his own time, my 6 month old cavalier used to fly upstairs and sit and cry until i would go get her and carry her down, after awhile and as she grew bigger she eventually made her way down herself, i have the gate also, she got through it :-)
Dont worry it will happen when he wants to do it himself, dont rush.
