You must get insurance first.
If you try to get tax before insurance, the post office won't let you have it, they'll say that because your insurance is about to run out, they can't sell it to you. That happened to me.

You can get the new tax from the 15th day of the month in which it expires, up to the end of the month.
If your insurance expires before the 15th, renew that, and the cover note will arrive in time before the end of the month so that you can get the new tax disc.
You can renew your insurance usually up to a month in advance, sometimes 3 month, so you could have renewed a few weeks ago and had your certificate by now.
If you renew online or by phone tomorrow, the certificate should arrive early next week, giving you a few days in which to get your tax.
Sometimes your existing insurer will send out a cover note for a month with your renewal quote, which may be enough for you to get your tax disc.

You can tax it after the 15th of the month it expires. So if you tax your car today, your insurance certificate is still valid as it expires at the end of the month.

If you have current insurance then that is enough to renew your tax. You don't have to show insurance to cover the whole period for which you are applying for tax for.
You can renew your tax up to I believe 15 days before the end of the month in which it expires.

Assuming the car is already insured, use your current certificate to renew the tax now.
You can get your tax anytime from the 15th day of the month prior to it running out, then renew your insurance at the end of the month.

pay the insurance first, I just had a friend get caught without any insurance and he got a month in jail. that is in va, but it's a good Idea to have insurance, not having up-to-date stickers and decals is just a tickect and fine, but no insurance is jail time

I've yet to see an insurance company that wouldn't let you pay up to 30 days in advance, so pay it early and get your certificate of coverage.
