He is cheating when he calls his ex because everyones knows that ex means that they once had feelings for each other and them feelings can come back with phone conversations at any time...He needs to spend that extra time with his girlfriend if that is who he wants to be with...

Cheating is him doing anything he wouldn't want you to see him doing... I think its time for you to find someone who will treat you better! Phone sex may not be real sex, but it's letting someone in on the intimacy that it should be only you and him sharing.
