She is not protected, but there is evidence female partners of circumcised males are less at risk for 2 reasons. Firstly it may be that circumcised individuals are less likely to carry HPV, since it may lie under the foreskin. Secondly circumcision tends to be carried out by groups and families who actively practise a religion. This fact in itself tends to mean that on average they are less promiscuous, which again reduces the risk.

Whether he's circumcised or not makes no difference ,,,, the contact with the cervix is the same regardless ,,,,,
There are other problems related to a guy not being circumcised though if he doesn't keep him self clean ,,,, Bacteria can develop under the foreskin that could cause trouble for the woman which could result in her developing a yeast infection or anything else ,,,,
A bath together prior to any sexual activity should take care of that though ,,,, Take note as to whether he cleans himself there or not and if he doesn't the you need to do it for him ,,,, All you have to do is simple pull the fore skin back to expose the end and apply soap and water to the area ,,,,

this sounds like a new urban legend to me. I'm a nurse- never heard of it. A woman is protected against cervical cancer if she gets the new vaccine for human papillomavirus (HPV)/genital warts and uses protection to prevent HPV, the leading cause of cervical cancer. As posted above me, bacteria from an unclean partner who has smegma( bacterial germ material on skin fold of uncircumcized penis) can enter the vagina, so if a man is not circumcized then he should clean his genitals thoroughly.

Yes, but she can still get HPV from a partner, circumcised or not. Ask your dr. if you are a candidate for the new HPV vaccine.

Smegma traps bacteria in the foreskin, which has been found to be a POSSIBLE contributor to cervical cancer.
Cleanliness is the most important issue here.
