This guy really, really liked me and he would tell me all the time. I liked him too but I wasn't sure if I could date him yet (parental rules) and I didn't want to lead him on in case I couldn't so whenever he dropped incredibly obvious hints about how I should say I liked him too, I would change the subject. This happened multiple times even though he knew about my parental rules. Then one day he told me that he told me how much I liked him (which he said was 'a lot' and told me to tell him how much I liked him - I responded with 'a lot as well). Then one day we kissed (just a 2-second, see you later type) and then after that he was totally all over me and talking about the kiss like 1,000 times. Then about two days ago, out of the blue (after he'd been 100% sweet only 30min before) he told me that he just wants to be best friends with me and he's felt that way ever since the kiss.
I know that before me, like in November, he liked this other girl, they hooked up and then she said..

...she just wanted to be friends with him and they still are really good friends. But then ever since that day he told me that, he's been avoiding me even though he said we should be friends. When I asked him about it, he said 'I just wanted to give you space'. But how does that make sense?!!!!! If we're friends and I'm totally over it and not upset or anything and he doesn't seem upset then why is he trying to give me space? Is that a line or something?
I feel like he was protecting himself from getting hurt again by me because he thought I was going to shut him down like the other girl did. I could never really tell him I liked him which mayb made him like this
Why is he avoiding me?

Well after 1000 times of talking about it, I am pretty sure he got your hint. That it wont happen again and that you are not ready for a relationship. Even though you like him you are still worried about your parents and it finally got though his thick head. So now he is just trying to protect you. By saying its not you its me when really its you.

either the kid has problems andinsecurities that he kept from his last relationship or he is playing a game with you. After a girl(you) gives in and stops playing this game where you seem like you dont care....like "i have a secret" kinda thing, then the guy looses intrest or feels like they won.

I think the reason he's avoiding you is to hide his feelings about you . The longer he stays away from you, the longer he can hide it.
