She's 2 months old and I decided to start training her, well yesterday when I was trying to put a collar on she wouldn't let herselft. Has anybody had this experience before and if so how did you handle it?

You're in charge, just put the collar on her. Also, the collar needs to stay on 24/7 (other than baths). Otherwise, have someone help you. Also, between weeks 10-14 are the best times to start teaching your dog how to walk with you and such. Not before then...8 weeks to house train. Good luck.

You are allowing her to control the situation. You need to exhibit control by not allowing her to jump around and go crazy when it's time for a walk. You can do this by picking up her leash and collar and trying to put it on her- the minute that she starts acting like a wild child is when you deliberately set the leash back down where she can see it, walk away and wait for a minute. Repeat, eventually she will get the idea. Also, don't get her riled up by using puppy talk and getting her excited about a walk. When training, walks are lessons- not time for exploring or having fun- it's time to work. Get the collar on once and leave it on. It should have your name and phone number and rabies tag and whatever on all the time. Be sure and check that it does not get tight as she grows!!!!!

Then you only have to clip the leash to the collar and you're good to go. If she pulls too much on her collar to where she's choking and coughing and gagging, learn to use a harness until she's leash trained.

The "SIT" command is good for training for this matter. Give her a treat when she's sat nicely for the leashing/harnessing process and she'll learn that not only are there walkies involved, but the treat comes when she's good. She'll learn that it's a win-win situation.

Catch her while she is sleeping and put it on when she starts to wake up just softly pet her until she dozes off again. If you try to force it on she will flop all around and freak out trying to get it off. I prefer not to freak my Chihuahuas out so I put it on while they are sleeping. When they do realize something is on them they will dig at it like scratching an itch. Grab a toy and distract them quickly eventually they get used to the feel of it and everything is fine. Add the leash the same way but you bundle it up and let it hang until they get used to the added weight and then unbundle it a foot at a time until it is being dragged along the floor by the dog. Slowly start holding it and use the distraction method to keep them from freaking out and pulling away. Treats are nice sometimes too and are great rewards for a job well done.
Try it and see if it works for you because it has for me so far.
