Yes, static is generated by friction, which requires contact, which is, therefore, conduction. This includes falling rain drops in the sky, causing static which leads to lightning. Static discharge is also by conduction, and sometimes the voltages are so high, that a plasma is formed (which is also a conductive medium).

It's not caused by induction.
