I think it's a great wedding gift. Who doesn't like a free romantic dinner? Just make sure that it's a restaurant that they actually go to. If it isn't, it might not be such a good idea. Another route could be to give cash and write in the card that it's for a romantic dinner at the restaurant of their choice. In terms of "etiquette", it's completely acceptable to give cash and gift certificates. In fact in many cultures it is the expected gift. Cash is always appreciated, especially since weddings tend to cost lots of money.

My opinion is that, any department store $100 gift certificate will impress better as a wedding gift than a restaurant gift certificate,

I think it makes a great present if the couple will use it. One reason that restaurants and stores make a lot of money on gift certificates is that many of them are never used.
Does the couple like this restaurant? Are they organized people so that they won't misplace it?

No. A $100 gift card to Walden Books or even Borders Book Emporium does though! Restaurants are more of a spur-of-the-moment thing. Not a gift card thing.

If you are going to go the gift card route, get a gift card to Wal-mart or Target. Then they can use it for anything that they need or want for their new live together.
Our favorite gifts were the gift cards that came in the mail!
