Yikes! I had a dog like that once, and she loved to rub her belly across the freshly cut grass too!
The vet prescribed Cortisone, but that wasn't good long term.
We finally resorted to washing her belly with a warm soapy rag when ever she was around grass. We then build a dog run for her with small pea gravel in it (no grass).

I don't know of anything preventative, but have recently tried Tavist and it works! I have a small dog, so half a pill does the trick. He does not scratch, lick or bite after taking the medication. Note: It can make your dog sleepy.

A vet visit to thorough diagnose the allergic, and then the proper medication (if needed).
