We do not allow anyone at my work to volunteer unless they have an EAD card, which I don't think B visitors qualify for. I wouldn't take the risk if you're ever planning to apply for Permanent Residency since those things tend to come back to haunt you.

It depends where you volunteer.It is not illegal but some places do background checks and they need info to go on.Since you have not been trough the FBI check they will not let you volunteer certain places.Just call them and ask.
