I eat about 1600 calories everyday. I exercise everyday and consume about 80-100 gms of protein everyday.
I am not clear whether the body first breaks the fat or breaks protein.

Unfortuantely, target exercise (targeting one part of the body to tone) will not help you tone that area anymore than exercising any another part of you body. Everyone's body has a unique, genetic code that determines how and where most body fat is stored. Some people store it uniformly throughout their body, but many of us store most of it in our hips, buns and thighs more than anywhere else. Just keep doing cardio. Increase your distance, resistence and length of your cardio workouts and you should start to see a change within a month or two, but once you've become pretty tone, results will take longer to see and will require more work.
