that is done by a siddhyogi who is able to give shaktipat and change enrgy force from outer side to inner side. once you go in to the deep innerside then all the peace of mine will come naturally. but that is to be supported by the shaktipat. ( or with the balance way of master )

Since you already know about this, you have to be explained differently so that other readers may benefit, including yourself.
The transfer of shakti to an individual is shaktipat, which is not easy to do. For this both the donor and the recipient should be fine tuned through meditation and through awakening of various points in the spinal cord, where different chakras lie.
If the vessel is too shallow how can one fill something in it.You can attain a degree of spiritual knowledge by this.

To answer the question: kundalini shaktipat is one person activating kundalini in another. If the one who does the activating is an enlightened person who has accomplished "yoga" or yoking of male and female divinity, then the shaktipat can lead to permanently aroused kundalini in the other. If the shaktipat is given by a person who hasn't achieved yoga, it will only be a temporary energetic arousal and will not lead to permanent change.

Shaktipat is the arousal of energy, not necessarily kundalini.
