We have done our taxes and owe money for Federal. We are expecting money back from the State, can I file the state that way we can use the reinbursement to pay for part of the federal tax we owe??

Some tax programs won't let you file state without filing federal first, but that is no problem. You can file your return now, then send payment later. As long as they have it by the due date, it is okay.

Yes you can file federal first, or state first. But the IRS isn't accepting efiled federal returns yet either.

You can file what ever way you want, as long as both are filed on or before April 15th.

Of course you can. Get your state refund back (e-file to get it within weeks) to offset the pain of your federal tax liability.
