It really depends on what kind of person you and your partner are. It also depends on what kind of beach/rooftop are available to you. For example, you don't want the wind to blow off your candles 25 times throughout your meal.
It may also depend on what you want to do afterwards. If you want a romantic stroll on the beach, then obviously it'd be convenient if you were at the beach in the first place. But if you would like to see a movie or something, then being at the rooftop of a city may be more convenient...
