home schooling legalization?

does anyone know which state was the first to legalize home schooling in 1980? i need links to the information if possible. (this is for a high school research paper)

Homeschooling has always been the traditional way to educate children, I think what you are looking for is information on compulsory attendance laws for PUBLIC schools and when that came into being. Homeschooling has always been legal, "Laws" only came to be needed when the public schools decided they wanted to be the only game in town and tried to enforce compulsory attendance policies.
